http:BL Use/Development

Some IP's not in http:BL

As I was testing the http:BL I noticed that some IP's, that are listed in the IP data are not in the BL.
For instance IP address 172.217.1.206 has almost 6 million "bad events" yet it doesn't show up in http:BL. So are a lot of IP's starting with 172.217
Does anyone know why?
